1. Purpose & Applicability
The Executive Office of Housing and Livable Communities (EOHLC) has developed a Web-Based Data Reporting System in response to Chapter 334 of the Acts of 2006. This system collects data to provide current, accurate, and detailed information on the number, location, and residents of assisted housing units.
2. Accessing The Web System
EOHLC will create a single username and password for each company. Access the system at the official portal URL provided to you. If you need assistance, a link to this User Guide is available directly on the login screen.
Resident Consent: A link to download the Resident Notice and Consent Form is available on the login screen.
3. Project List (Dashboard)
Once successfully logged in, the "Project List" screen will appear. This displays all projects you are required to report on.
- Add New Project: Create a new reporting entry if a project is missing.
- Update/Create Users: Manage staff access.
- Delegate Reporting: Assign reporting duties to a management company.
- Sponsor Resources: Use the link on the dashboard to download the 2024 Delegation Form.
4. User Management
To add or manage staff accounts, click "Update/Create Users". When creating a password, you may use the "Eye" icon to toggle visibility.
Password Requirements: Minimum 8 characters, at least one uppercase letter, and one number.
5. Delegating Reporting Responsibility
Sponsors/Owners may delegate the data collection task to a management company. Click Delegate Reporting on the dashboard. You must select a management agency from the list and assign specific projects to them.
6. Project Data
Click "Edit Report" on the Project List to begin. The Project Summary captures high-level data.

- Project ID Validation: The system checks for duplicate EOHLC Project IDs. If a duplicate is found, the form will allow you to correct it without losing your other data.
- Accessibility Stats: Hover over the "Reporting Period" tooltip to confirm the exact date range for applicant data (e.g., 8/2024 through 7/2025).
7. Building Data
From the Project List, click Manage Buildings. You may Add new buildings or Edit existing ones.
Smart Defaults: When adding the first building to a project, the system will automatically pre-fill the Project's street address to save you time. You may overwrite this if the building address differs.
8. Unit Data
To add units, first click "Edit" on a specific Building. The Units in this Building section will appear at the bottom.

Key Data Requirements
- Capital Subsidy: You must select at least one program from the list of four agencies (EOHLC, MassHousing, MassDevelopment, MHP).
- Unit Number: Must be unique within the building. If you enter a duplicate, the system will alert you and allow you to correct it.
- Vacancy Rate: Must be a value between 0 and 100.
- Zip Code: Must be exactly 5 digits.
